On 2/18/11 the Governor signed the Supplemental Budget which was supposed to delay implementation of most of I-1029 until 2013. However, since that budget did authorize training for non-family member IPs (all of whom are mandatory SEIU members) there needs to be a slightly complicated change in the RCW that went into effect 1/1/11. No legislator has introduced a bill to revise RCW 74.39a to match the budget cut. Supposedly, per ADSA staff, there’s infighting about who is a non-family member (even though its clear in the RCW and WACs. That’s the latest I’ve heard.

Thanks. I had an interesting conversation this weekend with a resident at Horizon House, a very nice CCRC in downtown Seattle. He’s an independent resident who understood the question marks surrounding assisted living. He was very happy with the arrangement at Horizon House where when it becomes time a resident needs assistance, one can contract with their people or hire from the outside. It’s all explained up front.
